Automation Meets Mobility: AI Redefining Driving License Tests in India

When we speak of safer roads, the dominant discussion is about what can be seen: tougher enforcement, new road infrastructure, or technology in cars. But one of the most important moments in determining road safety occurs before a driver even gets a license. How new drivers are examined and approved determines if they are really ready to confront the demands of driving on public roads.

In India, where new drivers in millions enter the system each year, the system of licensing has been under attack for years. Tests may be inconsistent from state to state, highly reliant on personal judgement by individual testers, and susceptible to time constraints or bureaucratic failures. That leaves loopholes in the system, loopholes that can prove deadly once a poorly trained driver is out on the road.

A new project from Microsoft Research India, called HAMS (Harnessing AutoMobiles for Safety), is now tackling this problem. With artificial intelligence being employed to take over the most important parts of the driving test, HAMS brings with it a transparency and credibility that has the potential to revolutionize the way India tests its drivers.

How HAMS Works

The HAMS system requires only a smartphone, mounted inside the car during a driving test. Using its front and rear cameras along with built-in motion sensors, the phone captures two streams of data simultaneously: the driver’s actions and the vehicle’s performance.

This setup allows the AI system to answer critical safety questions:

  • Did the candidate check mirrors before changing lanes?
  • Was steering consistent during a three-point turn?
  • Did the car stay within lane boundaries on a curve?
  • How well did the driver maintain awareness of surrounding traffic?

The results are processed in real time, producing an objective report of the candidate’s performance. Rather than relying solely on an examiner’s memory or perception, the test becomes a combination of human oversight and automated analysis.

Why AI in Licensing Is Necessary

Traditional licence testing in India has struggled with two persistent challenges. First, the process is highly manual. An examiner must watch multiple elements at once, mirror checks, signaling, lane discipline, and speed, all while ensuring the test runs smoothly. Inevitably, some mistakes go unnoticed.

Second, the system is strained by volume. Regional transport offices (RTOs) process thousands of applications each day, often with limited staff. The pressure to move quickly can lead to incomplete evaluations, or worse, the possibility of candidates slipping through without demonstrating core safety skills.

HAMS directly addresses both challenges. By automating the observation of safety-critical actions, it ensures that no step is overlooked. And because the solution is based on a simple smartphone setup, it is scalable across regions without requiring expensive infrastructure.

Connecting to Global Trends

The introduction of HAMS fits into a broader global movement where technology is reshaping how drivers are trained and licensed.

  • In Dubai, the RTA’s “Tadreeb” platform unifies all driving schools onto one AI-powered system, enabling real-time monitoring and data-driven evaluations.
  • In Uzbekistan, automated testing centers with sensors and AI analysis have replaced manual assessments, reducing corruption and making results more transparent.
  • In the European Union, new regulations on licensing focuses on digital licences and more robust testing for hazard perception, in conformity with the trend towards standardized digital monitoring.

India’s approach is distinctive because it leverages the affordability and ubiquity of smartphones. Unlike heavy infrastructure investments, HAMS can be deployed quickly in rural as well as urban areas, making it a realistic path for nationwide adoption.

Implications for Road Safety

India still records one of the highest rates of road accidents in the world. Most of these accidents are caused by young or inexperienced drivers. Raising the licensing bar, the technology such as HAMS ensures that the drivers entering the ecosystem prove real-world readiness rather than mere knowledge of traffic regulations.

There are also secondary benefits. Standardized, evidence-based testing informs policymakers of patterns of failure by region, that is, if a high percentage of applicants perform poorly on hazard anticipation or lane discipline, this information can inform revisions to curriculum, teacher training, and even road design.

What Lies Ahead

Although HAMS is currently in the initial phases of implementation, the project reflects the expanding use of AI in public administration. For India, however, the challenge will be taking it across various states, plugging it into current RTO procedures, and keeping the technology within reach of all strata.

If successfully adopted, India could be a shining example of how emerging economies can bypass old road safety bottlenecks through the application of basic, affordable technologies. Other countries take note: it demonstrates a greater truth, that road safety starts far earlier than enforcement or response to accidents. It starts at the counter where licenses are issued, with the question of who gets to drive.

And in doing so, it sets an example for how the world can rethink one of the most fundamental systems in mobility: the driver’s licence test.
